Saudi Arabia has claimed the top spot in the 2025 Government AI Readiness Index for the Middle East and North Africa, according to the latest report by Oxford Insights. The index is recognized globally as a key benchmark for evaluating nations’ capabilities in adopting advanced technologies and shaping effective governance strategies.

The kingdom’s leading position is attributed to its robust AI infrastructure, supporting a range of pioneering national platforms and solutions. Among these, HuMain stands out for enhancing computational capacities, developing AI models, promoting AI governance, and facilitating the adoption of intelligent solutions across the public sector.

Saudi Arabia also demonstrates exceptional capacity to formulate national policies, accelerate AI system development, and implement innovative technological solutions. These efforts earned the country 7th place globally in governance and 9th in public sector adoption, reflecting a balanced advancement in both regulatory and practical aspects of AI implementation.

The Government AI Readiness Index evaluates 195 countries worldwide, based on governance, infrastructure, and institutional readiness, measuring the ability of governments to utilize AI in public policies and services. Saudi Arabia’s top ranking highlights the maturity of its national AI initiatives and underscores its commitment to responsible and effective use of emerging technologies, enhancing quality of life, improving government efficiency, and advancing the goals of Vision 2030.
